The New Jersey State Uniform Construction Code requires candidates for licensure to complete specified educational programs. Licensing requirements are based on a combination of education, experience and tests.

For over 20 years, Essex County College has been offering state-required courses for licensing in the areas of building, electrical, fire, and plumbing code technology. Regulations for the Uniform Construction Code (NJAC 5:23-5.1(d)) have been adopted by the NJ Department of Community Affairs to ensure public safety, health and welfare insofar as they are affected by building construction. In order for the code to be enforced adequately and effectively, it has been determined that code officials need to have sufficient knowledge and competence to administer and interpret the code’s standards. This is best achieved through the creation of an education and training program and the development of licensing requirements.
